Spain to cancel part of Bolivia's debt

MADRID, 4 January.- Evo Morales, president-elect of Bolivia announced today in 
the Moncloa Palace that the government of José Luís Rodríguez Zapatero is to 
cancel the major part of the debt between his country and Spain, according to 
PL.

Morales, who after meeting with the president of the Spanish government, was 
received by King Juan Carlos in Zarzuela Palace, emphasized his obligation to 
respond to the people and the poor. 

"I have not come here to try to repair the damage of the last 500 years, but 
with the support of governments and the business sector, all of us together, to 
repair the social injustice that has prevailed," he stated to journalists. 

For his part, Fernando Morateda, secretary of state for communication, also 
announced that Rodríguez Zapatero committed with Morales to write off "a 
substantial part" of the Bolivian debt, estimated at $120 million, to be 
invested in education programs to eliminate illiteracy.

This was the principal result of the meeting between the two personalities on 
the first day of the indigenous leader's under-36 hour visit to Spain, where he 
met with Foreign Minister Miguel Angel Moratinos and other government 
officials. 

In a conversation with the press, the Bolivarian leader briefly explained that 
the results of the election confirmed the democratic vocation of Bolivia and 
the people's desire to change the economic, political and social model via 
their vote. 

He also referred to the theme of foreign investments to clarify that his 
government will fulfill the Bolivian people's desire to have partners and not 
patrons, and stated that he was happy with the meeting with the Spanish 
Federation of Business Organizations. 

In regards to the intention expressed by Zapatero, he said that the 
cancellation of part of the debt is a great encouragement to him, above all in 
relation to the theme of education. 

He added that his host also offered technical advice in the area of irrigation 
because Bolivia's agriculture does not have this technology, something that is 
very unusual. 

He felt that Spain could act as a mediator between Bolivia and other 
governments and international organizations. He revealed that the political 
ideas that he defends originate from the sector most abandoned, hated, and 
condemned to extermination, as is the indigenous movement. 

In regards to the issue of energy resources, he reiterated his position that 
his government would not expel, confiscate nor expropriate, but would instead 
put the country's wealth at the disposition of the people and exercise the 
right to sovereignty over it. He noted that only if businesses break the laws, 
evade taxes, or commit fraud will radical measures be taken.

Morales praised the governments of Cuba and Venezuela for their important 
social programs and for defending the right to exercise ownership over their 
natural resources. 

The president-elect of Bolivia also met with Uruguayan Enrique Iglesias, head 
of the Ibero-American General Secretariat (SEGIB), who said that his 
organization will support the fight against poverty, and for the democratic 
governability and institutional strengthening of the Andean nation, according 
to a Xinhua report.

Morales and Iglesias discussed the indigenous and social problem in Bolivia 
during their meeting at the SEGIB headquarters in Madrid.

Spain was the third stop on the international tour that Evo Morales initiated 
in Cuba, followed by Venezuela. He continues on to France, Belgium, South 
Africa, China and Brazil.
