Oil accident: No panic, but no picnicHaving a refinery
in town has become part of life for residents of
Paulsboro.

Living in the shadow of a major oil refinery is just a
fact of life for the residents of Paulsboro. They hate
the odor but adore the neighborhood closeness they say
they can't get in any other town.

So when oil droplets from the Valero Energy Corp.
rained down on homes, cars and gardens last Saturday
in what officials say was a rare accident, there was
no massive eruption of panic.

Many longtimers who have had generations of relatives
and friends work at what was once the Mobil refinery
along the Delaware River in Gloucester County are
taking Valero officials at their word that materials
are not toxic, as some have feared.

"I'm not qualified to say yea or nay. I can only go
along with what they say," said Robert Samuels, 63,
near his home at the corner of Sixth Street and
Greenwich Avenue. "Because something smells bad
doesn't mean it has to always be bad."

Samuels pointed to his newly cleaned and waxed car
that had been dotted with oil spots - a service that
Valero is paying for as well as power-washing houses.
Valero also mailed letters assuring residents no one's
life is in danger.

Kelli Richmond, 21, who has lived in Paulsboro since
she was 3, isn't so sure. She's not convinced that the
materials that spewed into the air aren't harmful.

She recalled when her parents bought their home nearly
18 years ago it was covered in oil. "I remember when I
was little, we were scrubbing off the house," she
said. "I don't think it's healthy at all, especially
for the kids who have lived here all their lives."

Valero spokeswoman Claire Riggs said the company did
not anticipate any health problems stemming from the
release of "clarified slurry oil."

"Because of the limited nature of the release that
occurred, we expect no adverse health effects," Riggs
said. "What we've told people is that if there's a
concern to see their health-care professional," she
added

The refinery, which looms large as the backdrop to the
Paulsboro High School football field, has supplied
local doctors and veterinarians with information about
clarified slurry oil, which Riggs described as a
"tar-like substance."

Riggs said 90 barrels of the oil were released but
that only between two and four barrels reached
residences beyond the refinery's fence-line. A
mechanical failure on a three-quarter-inch pipe
connection on a pipe carrying the oil out of the fluid
catalytic cracking unit resulted in the release.

Riggs said lab studies had classified the material as
"practically nontoxic," although a Valero document
obtained at the company's Web site says catalytically
cracked clarified slurry oil contains compounds "which
have been shown to cause anemia, disorders of the
liver, bone marrow and lymphoid tissues in rats
following dermal application."

John Montemore, 80, who has lived in Paulsboro for 43
years, said he's comfortable with Valero's contention
that the oil that escaped into the atmosphere isn't
harmful, but he wants to make sure another leak
doesn't happen.

"It does keep doubts in people's minds about [the
possibility of] future occurrences," he said.

Paulsboro Mayor John Burzichelli said the public has
been very "understanding and patient" about the
refinery leak.

"It's not a pleasant thing. It's a mist of a product
that's not supposed to be there," he said. "They want
their houses cleaned up and assurances of what was
discharged wasn't an immediate or long-term health
threat."

Michael Pavone, 36, another longtime resident, once
worked over at the facility when Mobil owned it. His
relatives - especially the older generation - still
complain about the stench of the refinery and their
concerns about health risks, he said.

"They always say it's not toxic, but who knows,"
Pavone said. "God only knows what's going to happen to
our kids and grandkids."

One killed in oil well accident

OKLAHOMA CITY ? One oil field worker was killed and
two others were injured Thursday when a malfunction at
a southwestern Oklahoma oil rig sent pipe careening
through the facility, authorities said.

Caddo County Undersheriff Walt Brown said the accident
was reported at 3:47 p.m. at an oil well drilling
operation near Hinton, located about 50 miles west of
Oklahoma City. The well, owned by Dominion Exploration
and Production Co. of Oklahoma City, was being drilled
by Patterson-UTI Drilling Co. of Snyder, Texas,
officials said.

Preliminary reports indicate that piping was being
pulled out of the drilling area when a brake gave way,
allowing the material to fall down on the rig
platform.

"Some stuff came crashing down through the rig," Brown
said.

Andrew Lee Scott of Weatherford was killed in the
accident, the Caddo County Sheriff's office confirmed
late Thursday. A dispatcher didn't know his age.

Sheriff Gene Cain identified the injured workers as
Jonathan Jones of Gracemont and William Pittman of
Hinton. Cain said they had been pulled off the rig but
the extent of their injuries was not immediately
known.

Matt Skinner, spokesman for the Oklahoma Corporation
Commission, which regulates the oil and gas industry,
said the accident will be investigated by the U.S.
Occupational Safety and Health Administration.

"It's like any other workplace accident," Skinner
said.

Last year, OSHA issued citations against Patterson-UTI
Drilling and proposed penalties totaling $187,000 for
safety violations that led to a worker's death in
August 2004 at the company's oil rig site in Hinton,
according to a report on OSHA's Web site. Citations
included failure to remove a defective forklift from
service which resulted in the death of the worker and
serious injury to another.

OSHA said then that 11 fatalities had occurred at
Patterson-UTI Drilling's various Texas, Oklahoma and
Wyoming rig sites in the previous three years. OSHA
has cited the company with 17 safety violations and
proposed penalties totaling $725,900.

Telephone calls to Patterson-UTI Drilling's offices in
Texas and Oklahoma City were not immediately returned.
