Communist Party at crossroads
But is changing of the guard really bringing in new blood?

The resignation of 75-year-old Tetsuzo Fuwa as chairman of the Central 
Committee of the Japanese Communist Party earlier this month provides an 
opportunity for the party to rejuvenate itself ahead of next year's House of 
Councilors election and unified local elections.

However, the JCP has yet to find an effective way to keep from being buried by 
both the Liberal Democratic Party and Democratic Party of Japan, and numerous 
political insiders believe Fuwa will continue to pull the strings behind the 
scenes. 

Fuwa, who held the top post since November 2000, announced his decision to step 
down at a party convention in Atami, Shizuoka Prefecture, on Jan. 14. The 
position will remain vacant for the time being, and Fuwa will remain a member 
of the party's Permanent Presidium. 

Kazuo Shii, 51, will remain chairman of the party's Executive Committee, and 
Tadayoshi Ichida, 63, will stay on as secretary general. With Fuwa's departure 
from the top post, Shii will try to restore momentum to the party by playing up 
the "generational change." 

It was the image of an aging leadership that Fuwa himself apparently wanted to 
avoid. 

At a meeting in September of the personnel affairs subcommittee secretly 
created within the Permanent Presidium, Fuwa said: "I want to retire from the 
chairmanship. Because of my health and age, it is difficult for me to remain 
active at the forefront of election campaigns and other things," according to a 
participant. 

He was quoted as telling Shii and six other presidium members, "Considering the 
party's future, a system in which young leaders hold full responsibility is 
better." 

The participant said Fuwa might have had in mind criticism of Kenji Miyamoto, 
97, now an honorary executive of the party, whose iron grip on power as top 
leader for 39 years until he was 88 has been blamed for causing the party's 
organizational structure to become rigid. 

But a senior party member added that despite what Fuwa may say, he is still 
regarded as the "only one, not the No. 2 or the No. 3," by party members, and 
it is a tacit understanding that the "Fuwa system" will not change even after 
his departure from the top post. 

Remaining a Permanent Presidium member is proof of this, the senior official 
added. 

Fuwa is expected to continue to concurrently head the Social Science Research 
Institute to build up the party's theory. 

"(His resignation) is the opening of the age of Fuwa's pulling the strings 
behind the scenes," another party source said. "(The current party leadership) 
can be said to be a puppet regime under the guise of a generational change." 

After the new leaders were established at the JCP convention, Fuwa made an 
unusually long speech lasting for more than 20 minutes and stressed, "As a 
party member, I will continue to use all my wisdom and power for the party." 

Welcoming this, Shii said in closing the gathering, "I cannot even estimate how 
much I have learned from Mr. Fuwa's theory and activities." 

There is speculation among party members that Fuwa wants to keep an eye on 
Shii, who has often been at odds with him. In fact, Shii, who was catapulted to 
the leadership by Miyamoto, is the only senior party official not considered a 
member of the "Fuwa faction." 

Fuwa and Shii have had heated arguments on various occasions, according to 
party insiders. 

"Fearing an opposing argument (from Fuwa), Mr. Shii has been unable to draw 
various opinions together, resulting in endless conferences even after all 
opinions were fully expressed," a witness to one such instance said. 

But political analysts said Fuwa's force is beginning to wane as a result of 
the party's poor results in national elections and its difficult financial 
straits in recent years. 

According to a party survey, only 34.2 percent of its members bothered to read 
through a new platform based on Fuwa's "realistic and flexible policy lines" 
that was adopted at the JCP's 2004 convention. 

Amid all this, political analysts say the party is facing a turning point, and 
the real test of its efforts to reform will be seen in the coming months.
