[nanomsg] tcp_shutdown test failure on Windows

Hello,
I have posted a workaround for the tcp_shutdown test failures in a merge
request:
https://github.com/nanomsg/nanomsg/pull/303
This is not a fix, just a workaround at this point. If you are familiar
with nanomsg's implementation on Windows, please have a look, maybe you
have a better idea what's going on.
