The set-up doesn't sound right. Your modem should be hooked up to the uplink (hub) port (usually port 1) with a cross-over cable. The hub will have a switch to change said uplink port to function like any other hub port if desired. All other devices should be hooked up to the hub with patch (_not_ cross-over) cables. An easy way to determine if you have a patch or a cross-over is to check the colouration on the wires in the connectors. If the connectors are the same inside, you have a patch cable.
