It depends on the program and your settings. If you tell your e-mail
app to download attachments automagically then the file will be stored
locally as well as on the mail server. If it does not d/l the
attachment, then it won't take up *local* space but will on the mail
server (and some mail servers will complain... sometimes there's a 10
or 15 MB limit on the size of your mail box).
For e.g., I have set Entourage to not d/l attachments automagically if
they are over 200 K.
