Connection to the net is dial-up? Or DSL/Cable? Sounds like something on your system is set to auto-connect to the net to get something done, and tries to fulfill this at start-up. (This is commonly the clock, set to sync with a world time clock.) Or there could be something in your Start-up Items that needs a net connection. Saying how to change this auto-connect will be easier after I hear what your net connection is. >Secondly in the older system one could have the internet connection >automatically open the Mail program (Outlook Express). Can this be >done in OS X and, if so, how? I'm not aware of a way to do this. I have my mail app in my Start-up Items, so it launches at start-up.
