When you are surfing the web thru DSL you are using:

  1) WinXP itself (the "base" code)
  2) the browser - and maybe some of IE as well
  3) the mouse
  4) the networking support in WinXP
  5) your video support
  6) plug-ins for the browser (especially Java but also possibly
stuff that is a bit less obvious such as sound, multi-media
     support for animated images/movies, etc.)

Of these - the most likely sources of the failure are (in my
opinion):

   #'s 2, 4, and 6

If it is a bug in the others then you would expect to see the
problem when not using the WWW - but not necessarily.
