The default install will setup XP will do what you suggest here.  (It
might by default put you into a workgroup but unless you set it up to
require a password you will not need to log on).

Dumb question but I have not used XP at all yet. Can you setup XP to not
login to a domain or a workgroup? Is that possible? If not possible, can
they login to a workgroup and not have policies pushed down to the
workstation in a 2000 domain?
