Yes, it's easy.

Go to Start -> Control Panel -> Accessibility Options

Select the Keyboard Tab (it's the first one, so
probably already selected)

Down the bottom is a Toggle Keys option

Click the box next to "Use toggle keys" to put a tick
in it.

Click OK and that's it.
