No you need to purchase FrontPage separately and you do not need MS Office
to run it as it is a separate program. MS used to include FrontPage in
earlier Office versions but discontinued it. :( You can Google around for
cheap deals or visit stores like Office Depot, Future Shop etc for good
prices...
