Well Errol, this is not exactly a new issue with Outlook, but are a number
of ways around it.
This page details them all:
http://www.slipstick.com/outlook/esecup/getexe.htm

It's really very simple to work around this.

FWIW, remember the day when OL and OE let all attachments through? For
Outlook that was pre OL2000 SP2.
People screamed blue murder that MS should do something to stop idiots
opening virus-laden emails, and that OL was an admin nightmare (and
remember, OL is primarily a business tool rather than for home users)!
Well, MS did do something about it, and now people (probably different
people) scream about how MS treats them as dummies...
You can't please all of the people all of the time...

Regards

     :Subject: [mso] exe files
     :
     :Hi All
:I have a new beef with Outlook. I sent myself an exe file
     :from work to home.
:Outlook informs me that it will not allow me to view or
     :open com, exe or bat
:files. Is there no way round this. I'm using 2003 beta. I
     :have gone to
:security and tried to lower levels in the zone settings
     :as described in
:help. The zone settings always go back to high and won't
     :remain on medium or
:anything else after clicking reset or ok. I'm not even
     :sure if lowering
:security levels (if eventually I figure out how to do it)
     :is the way to view
     :the file I sent myself.
:Can anything be done or is this another reason for me to
     :want to stop using
:Microsoft e-mail programs? If I sound peeved it's because
     :of my resentment
:of having any software company trying to decide for me
     :how to set up and
     :work MY computer.
