Hi Frank,

This won't address the second problem to which David has responded, but it
may correct the core problem.  Make sure Outlook has been identified as your
default email program. 

In Outlook> Tools> Options> Other

Make sure the "Make Outlook the default program for E-mail, Contacts and
Calendar.

Is the new message shown in the taskbar?  If so it may be outside the screen
area.  To see it right-click the taskbar item and click Maximise.
