As long as you didn't toss away the disks, you could reinstall that if you
let the newer office version overwrite the old. Or just install the newer in
a separate dir and uninstall all but Publisher from the old version.

Kidding aside, if a person bought Office 2002 and installed it, would s/he
still have Publisher?
