[mso] VLookUp

Could someone help me please? I am trying to do a VLookup. Why does this 
message keep apperaing instead of the expected result?
 
=VLOOKUP(B2,'Census 0904'!A:B,2,false)
 
I am trying to link the index number from the census file to the index column 
(blank) on the revenue file.
 
Position of columns on the Revenue File:

1. Index (Blank Column)            

2. Patient Account
 

Position of columns on the Census File:

1. Index (Populated w/index number)            

2. Patient Account
