Hmm. Interesting.

Well, the first point is that an add-in doesn't only have to be
installed to work. It also has to be enabled in Tools-Addins, so that
may be an issue.

If you have no other compelling need to own a digital certificate, don't
get one just for this. Instead, reduce your macro security to medium and
allow users to enable the macros each time this file is opened.
Incidentally, you will have to change the security level, then reopen
the file before the macros become available.
