[mso] Outlook Rules

I didn't mean outlook "Rules!", but hey, I've appreciated it so far.
Okay, I know so little about Outlook . . . 

I am having a problem with setting rules in Outlook.  Here's an example.
I have a rule set called my "MSO Rule".  I told it to "Apply this rule
after the message arrives with mso in the subject move it to the MSO
List folder"

For the most part it sends those e-mails on, but other times it will let
a slew of "MSO" e-mails through to my general Inbox.  

Any thoughts on what I'm missing?
