Here's a pretty good explanation that I swiped from on of the Outlook
MVPs.......

The Outlook Address Book is a virtual address book that shows electronic
addresses (fax & e-mail) from flagged contact folders. Its purpose is to
make selection of electronic address easier when you're creating new
messages or when you need to access Contact information form other programs
(such as a mail merge from Word).

Entries you make in the Contact Folder will show up in the Outlook Address
Book since the OAB is a virtual address book that's generated out of the
Contact folder. In Internet Mail only mode, the OAB can be shared with
Outlook Express and the Windows Address Book, so entries will show up there
as well if sharing is enabled.

If you're using Outlook in Corporate Wordgroup mode, you can remove the
Outlook Address Book Service if you wish, but I suspect you'll soon run into
a function you'll miss having. In Internet Mail Only mode, the OAB is
installed by default.
