Microsoft Outlook, all versions, has an unexposed Callback function which you cannot successfully work with using your own external application. This is also true for the folks who have to integrate their tools with Outlook. Outlook itself has troubles trying to figure out what to do (in servicing the cycle of callaback events) when there are additional tools reacting Outlook events. I'd still say Outlook itself is the ultimate culprit but that these other tools can expose or compound the problem.
