Ahh, well, I'm no FP expert (not really much of a fan of it) but I do
know that you can set a project's compatibility in FP. And, if you do
set the project to some DTD version or set to not optimize for any
particular browser, items like Marquee will be disabled. Marquee is an
Internet Explorer only function left over from the days when MS believed
it could develop, hold and dictate standards to the W3C. Marquee was
never adopted in any DTDs nor by any other browser. 

I'd suggest chasing the problem from that angle. The operative phrase to
use when thinking of DTD compliance is "HTML validation" so the help
files might actually respond to that phrase and help you get
non-standard items like Marquee re-enabled.
