Hmm... how else can I put it?
"The year is YEAR(TODAY())" evaluates to "The year is YEAR(TODAY))"
but: "The year is "&YEAR(TODAY()) evaluates to "The year is 2003"
Get it?

The problem here is that the second argument of the COUNTIF formula has
to
be in the form of a string, so I don't think even putting TODAY() in
another
cell and then referencing the cell would help if that cell reference
were
still inside the quotes.
Let me explain that differently. If you type into cell A1:
=TODAY()
