Hi Chris,

Any of the the 600 series of Loctite e.g. 603 would be worth a try.

Do be sure that the mating surfaces are clean i.e. have had the emery 
treatment followed by thorough degreasing preferably with Acetone or, 
failing that, cellulose thinners. It sounds like you haven't used Loctite 
before? If so be careful - it can go off in a as little as a minute and you 
wont shift the pulley after that! Well, you can if you heat the job up to 
200 degrees C and start again.
