Sounds like a good system that can helper the workers and the firm through
difficult times.
Agree with you on the comments about who is essential. The supermarket workers
stocking the shelves and running the tills are selling the means of sustenance
for us all, and other things delivered more and more by couriers and truck
drivers. No suits to be seen...

Furlough can mean two different things here.
If you're unionized, and you're furloughed, then you are effectively laid
off. Depending on your contract, normally, when the company begins to rehire
in your classification then they must offer the job(s) first to furloughed
employees in seniority order, again, normally, most senior to least.
In the current situation, when companies are "furloughing" employees, what
they're doing is laying them off so that they can apply for unemployment,
BUT, and this is pretty unique, in many cases the employer is still paying
some, or maybe all, benefits other than actual pay. Nobody really wants to
lose their employees, they don't want to go back through the hiring and
training process so they're doing everything they can to keep hold of them.
This is not a situation where they're laying them off because they don't need
them, it's because they don't have a choice if they want to stay in business.
What's really interesting (if you can call it that) is this will expose just
how many people aren't "essential" in our economy. <-- That is not intended
to be ugly, but it reflects what has been judged most important in a crisis,
something like a war-time economy. *I* certainly had never considered this in
my job-hunting process through the years.
