For us, it means they are still on staff, are eligible to be recalled at a
later date and (currently) have part of their health insurance paid for them.
They are not receiving pay, however, and must cover their portion of
insurance. They are also eligible to file for unemployment benefits while on
furlough. I believe they can also use any sick time or vacation hours to help
cover for unpaid time periods...
