SUBJECT: MARYLAND AFTER ACTION REPORT HOWLING WIND RGN3 
1. STATION: AAA3MD – MD 
2. OPERATOR(S): AAT3FG, AAR3AL, AAR3EH, AAM3RT, AAR3BV, AAR3EY, AAM3EMD, AAT3MO 
3. LOCATION: MARYLAND 
4. EMERGENCY POWER USED: SOME STATIONS ON EMERGENCY POWER OTHERS USING AC MAINS 
5. BRIEF DESCRIPTION OF OPERATION: MOST STATIONS CHECKED INTO AAA3RD/X 1101Z 29 
AUG AND LISTED TRAFFIC. 
SEVERAL STATIONS ACCEPTED AND RELAYED DIGITAL MESSAGES VIA HF AND VHF (WL2K). 
6. HOW AND WHEN NOTIFIED OF EMERGENCY: AAA3RD 281500Z ALERT 
NOTIFICATION/HOWLING WINDS/R3. MARYLAND ALSO ATTEMPTED TO EXERCISE THE CALL UP 
LIST ON 280200Z. 
7. WEATHER DURING OPERATION: CLEAR HIGH 70S 
8. RADIO PROPAGATION CONDITIONS: PROPAGATION FAIR TO GOOD WITH SOME STATIC FROM 
TROPICAL  
9. NUMBER OF MESSAGES PROCESSED: 27 
10. NUMBER OF MESSAGES ORIGINATED: 11 
11. PROBLEMS OR ISSUES ENCOUNTERED OR OBSERVED: 
A. TOO LONG BETWEEN NET OPEN AND FIRST MESSAGE SENT.       
B. USE OF NON PROWORD WHERE PROWORD IS REQUIRED CAUSES CONFUSION. 
C. STATIONS WHO INFREQUENTLY USE DIGITAL MODES NEED MORE PRACTICE IF THEY ARE 
EVER TO BECOME PROFICIENT. 
D. STATIONS WITHOUT TRAFFIC EXCLUDED FROM CHECKING INTO SOME NETS. SUGGEST THIS 
NEEDS TO GO AWAY.. THEY ARE AN OUTLET FOR OUTGOING TRAFFIC AT BARE MINIMUM. 
E. STATIONS CHEKCING IN WITH WINLINK TRAFFIC IS OF LITTLE USE TO THE NET. 
SUGGEST NOT LISTING THIS TRAFFIC ON THE NET. 
F. TRAFFIC IS “STILL” BEING HANDLED ON THE PRIMARY NET FREQUENCY. THIS IS A BAD 
PRACTICE THAT AT BEST DELAYS THE RELAY OF TRAFFIC. 
G. EQUIPMENT/SOFTWARE TUTORING DURING EXERCISE OPERATIONS WAS NOTED.
THIS TYPE OF ACTIVITY SHOULD NOT BE CONDUCTED ON AN EXERCISE NET. IT WOULD HAVE 
BEEN BETTER FOR THE TWO STATIONS TO QSY TO AN UNUSED FREQUENCY TO SORT OUT THE 
PROBLEM.  NET TIME WAS WASTED. 
H. AT TIMES, SOME STATIONS CALLED THE NCS TO POINT OUT A MATTER THAT WAS ON THE 
NCS LIST OF THINGS TO DO.  THIS WAS AN UNNECESSARY TRANSMISSION. THE
NCS WAS CHECKING OFF THOSE ITEMS IN THEIR PRIORITY ORDER.  STATIONS NEED TO BE 
PATIENT DURING AN EXERCISE AND NOT PUT MORE PRESSURE ON AN NCS. 
I. WHILE DIRECTING MESSAGE TRAFFIC, STATIONS (SEASONED OPS) WERE CALLING NCS TO 
CONTACT ANOTHER STATION. MESSAGE TRAFFIC HAS PRIORITY AND OPS SHOULD HOLD THEIR 
STATION-TO-STATION COMMENTS UNTIL TRAFFIC IS PROCESSED. 
  
12. WHAT WORKED WELL: 
   A. GOOD TURNOUT, THOUGH NOT ALL STATIONS WERE THERE FOR THE FULL PERIOD.  
  B. AAR3AN APPOINTED A 2ND ANCS, REALLY WORKED OUT QUITE WELL.  
  C. HOTWASH AT END OF EXERCISE WITH GOOD POINTS: 
    1. 2 OR MORE ANCS 
 2. DEVELOPE PROCEEDURE FOR WL2K TRAFFIC LISTED               
D.HAVING A SMALL CHEAP PRINTER IN DEPLOYED STATIONS TO PROVIDE CUSTOMERS 
PRINTED COPY OF MESSAGES TO THEM. 
  E. EXERCISE WAS WELL-DESIGNED TO IDENTIFY AREAS NEEDING FURTHER PRACTICE.  
  F. DEPLOYED STNS GOT IMPORTANT EXPERIENCE AND THIS SHOULD BE STRONGLY 
ENCOURAGED.
