December 2008 ACTIVATION
1.  Forwarded below is information on the FEMA NECN scheduled for
activation at 171200Z DECEMBER 2008.
2.  All Army MARS stations will check into their respective regional
nets and the NCSs will send check-in reports to AAA9USA preferably via
the MARS WL2K system.
3.  AAA9USA will check in directly with FEMA NCS WGY908 and will act as
liaison for Army MARS.
4.  Questions concerning NECN should be directed to the respective SD or
RD.  If further clarification is required contact AAA9O.

SUBJ: NATIONAL EMERGENCY COORDINATION NET (NECN) EXERCISE
THE INFORMATION CONTAINED IN THIS MESSAGE IS FOR EMERGENCY RESPONSE
NOTIFICATION ONLY AND IS NOT RELEASABLE TO THE WORLD WIDE WEB OR
NON-GOVERNMENT ENTITIES WITHOUT THE PRIOR APPROVAL OF THE FEDERAL
EMERGENCY MANAGEMENT AGENCY.
1. On Wednesday, December 17, 2008, the Federal Emergency Management
Agency (FEMA) will conduct an exercise of the National Emergency
Coordination Net (NECN).
2. This net is designed to provide a back-up Command and Control
Communications system to support the National Response Framework
(NRF) activities and other civil emergencies by providing federal
emergency response personnel with a common HF frequency to meet
on for the exchange of information, coordination of activities,
and to request assistance.
3. In the event of an actual emergency, this net will provide
links directly to the Joint Field Office (JFO) and its Emergency
Support Function (ESF) areas and Headquarters FEMA.
4. All federal or federally affiliated stations are authorized
and encouraged to check in at their convenience during the
exercise times provided in paragraph 6 below.  Additionally,
designated MARS and AFAUX/CAP stations are also invited to
participate in this exercise. Designated net control stations
for entities wishing to conduct subnets for this exercise should
fax subnet reports to the FEMA National Continuity Programs
Office at 540-535-4971 or by email to thomas.cross@xxxxxxxx
It is requested that the necos providing these reports attempt
check-in with FEMA via HF radio at some point during the exercise
period.
5. Stations checking in will be asked to provide their agency
name. Zip codes will not be required.
6. Two net control stations will be conducting this exercise:
The FEMA Regional Centers (FRCs) located at Denver CO (FRC VIII),
and Maynard MA (FRC I). Participants may contact either one of
the FEMA net control stations, but we request each station check
in only once. FEMA net control station information is provided
below. Note that not all stations have the same operating hours.
FRC VIII will be monitoring three frequencies on lower sideband.
FRC I will monitor one frequency on upper sideband.
