The rules for making maps appear to be:
Possess cartographers tools.
There should then be a skill check with a bonus for proficiency. I am pretty
sure that's going to be Int (Cartography).
Making maps seems like an easy check to make depending on the terrain.
Typical DC's
Grasslands/Deserts/Mountains DC 5
Forests/Swamps DC 15
