[macvoiceover] sound not playing in mail

Hey, all,
In general preferences I set mail to play the glass sound whenever I
get new messages, however it's not working. I worked with a guy from
Apple Care for a good while on this and we of course tested the sound
but it won't play when I receive new messages. Any ideas as to why
this might be the case? Ideally, I would like the sound to play even
when I'm focussed on another application.
