sounds like a windows issue.  have you tried map network drive and putting 
in the ip address of the Mac?

I've looked everywhere but I can not find the work group name of the
smb settings that the mac is on. I know I activated an account for smb
I activated smb but I can not locate the area to change the work group
name. I have a windows 2000 box I am trying to interact with but would
like to access the mac from the 2000 box.
