I don't want to mute all sound, just the VO ones as I hate listening to all that noise when navigating.

mute sounds is available in leopard and snow leopard but the sounds are often things you need.

So, you are typing along or maybe browsing the web on your new kitten and suddenly you find yourself reaching for your iphone and wondering why you heard or thought you heard it make the sound like it was going back a page or something and then you think, oh, tha was not the iphone, it was a mew from a different beast.

take a look at the sounds menu in the vo help menu.  find it with vo- h.
