Marty, for me, Safari says 'busy' while it's loading the page. This isn't unlike WinEyes saying 'loading' while a page is still being rendered / dl'ed as the user presses a key or tries to navigate with the screen reader.
Once the page is loaded, I navigate to the link, either with VO nav or the IC, (Item Chooser) - VO I, and then use ctrl click via my track pad.
From there I can save the linked file as…Now, in Safari preferences, you can set your downloads folder. This is the default folder Safari will use for future downloaded items unless you specify another one as with the above process…
