Let me try to answer a question or 2,

The pan control.  You still can have a sterio track, but variation
from left to right is not workable at this time, no work around
that I
am aware of.  I have reported this to Apple and I do think that it
will be fixed in one of the Leopard updates.

Loops are pasted in to a scrol area which is not readable at this
time.

Having said this, you will find that a lot of things work in
GarageBand, multitracking, effects, Middi and I'm sure that some one
will find others.  So while GarageBand is not fully accessible, I
think that I could safely say that it is largely accessible.
