Go get a copy of ncftpd, install it, and set your number of users (simultaneously, not entirely) to 3 or less, and you have a free ftp server that will not have any issues regarding permissions at all. I haven't tried the ftp server built-in to osx, but my guess is you've done something wrong in the setup. There's not an ftp server in the world that gives root access to users by default. But, like I said, ncftpd will do the trick for you, and then you won't have to figure out what went wrong with your current configuration.

I mean, they are getting read/ write to the root. they could practicly wipe the whole system, not just my Tiger volume, but all of them, being they can get to the volumes folder.
