[macvoiceover] context menus, what am I doing wrong?

I understand that vo shift m is suppose to bring up a context menu.
I've tried this when focused on a file within the download folder and
when focused on the hard drive. I don't get a context menu. Once I got
notification that what I was focused on had been deselected. What might
I be doing wrong?
