There are very specific instances in which you wouldn't have a recovery
partition and, if you continue to have trouble, post which OS you are
installing (Yosemite, Mavericks, etc) and we can try to help you further.
Meanwhile I can give you a few possibilities.

1. You have to have Lion, Mountain Lion, Mavericks or yosemite (or the El
Capitan beta) installed to have a recovery partition.
2. It is indeed command-r not just r that must be held down.
3. After holding down for several seconds and releasing, wait a few more
seconds and then do command-f5. Voiceover does not come up automatically.
4. I don't have documentation to prove this but i suspect that all keyboards
are not created equal in this respect. I have a DAS mechanical keyboard which
is my favorite and I use it constantly. But I have discovered that I have a
great deal of trouble getting into recovery mode when using it; as soon as I
switched to the Apple Wireless keyboard when attempting to boot into recovery
mode, my success became pretty much 100%.
4. Make sure you hold down command-r immediately at boot and keep them held
down without letting up slightly. Actually, I usually start holding down as my
system is going down if I am rebooting sometimes or I get my fingers positioned
on command and r before I start the computer if I am starting with the computer
shut down.

Hth.

Also keep in mind that you don’t necessarily have a recovery partition,
meaning that depending on how you installed your operating system and on
which version you are running it might not have created one.
