i am now in big sur, in general prefs there is a check box to close all windows
when quitting an app, you may have this checked, in which case would apply to
all apps, have a look anyway.

that is opening that you are not seeing? Try the application chooser or
window chooser menus to see if there might be some kind of message or dialog
blocking the inbox window. Again, just tossing stuff at the wall here.
