To clarify: you can add a service without including a keyboard shortcut by just following the steps I gave and checking the checkbox. Proceed further if you want a keyboard shortcut. Also, it isn't necessary a all to go into an application. I just went directly into System Preferences > Keyboard and checked the box for a new window in text edit with selection and it now appears in Text Edit under Services. I didn't have to have any ext selected or even have Text Edit opened to do this.
