Also, hasn't this been the same since Tiger?… I recall this being the exact same method for choosing the time zone then as well.

This is not really a problem. To change the time zone to any world location does not require using the map. All you need to do it to choose a major city in your current time zone. Then navigate to the menu of cities and type in the first few letters of that city. The menu will then jump to that city and you can press enter to accept it.
