Well, I have a macmini and I did an upgrade and do not have this problem so it's probably not just because you upgraded instead of doing a clean install; upgrading could of course be a factor but in combination with something else. As for how to solve it, I'm afraid nothing comes to mind immediately unless it could be something in your vo utility settings.
