Flash is and will remain mostly problematic with screen readers until Adobe improves how it communicates with the various access technology API and people who author Flash content follow the Adobe accessibility guidelines. The former has been a steady series of improvements to Flash over a bunch (seven or eight) of years. Their access technology group has some of the best hackers in this biz who are really dedicated to making the thing work properly.


the Flash authors, however, are worse than the typical web developers as regards following the standards. WgbH did a great job creating a bunch of accessible Flash content on their site but most others that use Flash are clueless about the needs of people with disabilities and overwhelmingly overestimate the difficulty of the accessibility effort.

Adobe does its best but unlike the W3C, it doesn't have the pull of an international body creating its guidelines. Also, so much has been written that says "Flash is not accessible" that the truth of "Flash can be as accessible as you want it to be" keeps a lot of folklore out there that prohibits Flash developers from even trying.
