Are you making sure that you have cursor tracking on - vo-shift-f3? Also check
your safari settings in voiceover utility. Also, I find that sometimes I will
be unable to interact with the web content and have to instead interact with
the vertical splitter and vo-arrow till it gives me a percentage and then i can
go back to the web content and interact and see the website. I can't directly
address your problem because I don't want all that extra information being
announced as I think it just slows me down so I don't have that turned on.

Then, I need to VO right arrow past all of these various toolbars, to finally
