Gate Keeper has been tightened to the point in which you can't easily set
it to the, anywhere, option either. You can, though usually open an app from
Security and Privacy if you are logged in as an administrator.

identified developer and you could override that by opening it a different
way. Now this has been tightened; the boundaries of the walled garden are
definitely being pushed inward. Not sure how Apple defines just who an
"identified developer" is.
