Here's how to control the volume using lame. Lame is a command line
tool the switch you want is --scale here is an example:

lame --scale 2 original.mp3 louder.mp3

On stero recording you can use --scale-l and --scale-r to control the
volume of each channel. Values greater than 1 increse teh volume less
than 1 decress the volume. A value of 1 will have no change on the
file. A little bit of change will have a dramatic effect on the new
files so don't go making huge changes.
