After you have turned Dictation on in System Preferences, you can choose which 
keys are used to activate the listening. By default it is the fn key, but my 
iMac does not have a fn key so I use either of the Command keys. 
Once set up and turned on you can use Dictation whenever your cursor is in a 
text entry location. Now you press the fn key twice and you will hear a beep, 
Dictation is listening, After you have dictated press the fn key once, you will 
hear another beep and Dictation will process your speech into text and VO will 
read it to you.
In the Dictation Preferences you will also need to select the microphone, 
in-built if you are using the one in your machine.

I have been trying to turn my dictation on and cannot seem to figure it out,
