Personally, I think this is a matter of personal choice. I don't lock the VO keys much, unless I am going to be using repeated navigation. Most often, I'll do this on a forum when I'm browsing messages, for example, or in terminal when reviewing output. However, I'm sure others will have their own opinions on this.
