Hi David,
just looked through the Fusion settings, but seems like there's no option that deals with caps lock. Only thing you can do is map Windows commants to Mac commants, so if you do say command + c on Windows it will copy something, which on Windows you'd normally do with ctrl + c... Didn't find anything helpful though unfortunately. Also, pressing caps lock twice won't do anything either :-(
