Actually this can be done with voiceover but it’s been a while since I did it.
If you search the voiceover archives you will probably find it because I posted
instructions a while back - at least I think it was on this list. It does take
a little experimenting but it can be done. If I find the email or have time to
do it again so I can rewrite the instructions I will post again.

All I can think of is to use a mouse with the mouse cursor set to follow th e
VO cursor, VO to the Wi-fi menu, press o[ptions then click the mouse.
when you move the mouse VO will tell you what you are on.
I have had to use this when a volume control or similar does not respond to my
arrow keys.

Hi I read from the Apple web site(OS X El Capitan: About Wireless Diagnostics)
that in order to locate the function, I have to do the following:
1.
Quit all open apps.
2.
Try to join the Wi-Fi network you’re having problems with (if you are not
already connected).
3.
Hold down the Option key, click the Wi-Fi status icon in the menu bar, then
choose Open Wireless Diagnostics.
For the step 3, how to do that with voiceover?
I knew that the normal click is VO+space bar
but how about in this situation?
Many thanks.
