You could put the information for each page in a "foot note," at the bottom of each page. You could consequently make a second file with the suggestions or corrections written out; your client could have both documents open at the same time and switch back and forth. I was never able to make Track Changes work very efficiently, even in Word with Jaws and XP. Alternatively, if either TextEdit or IWorks allows you to embed comments, VO might be able to handle that.
