Well, at www.apple.com/accessibility you should be able to find that manual.
Go to the Mac OS X section of the accessibility website, and then to
something related to voiceover, or vision.
To answer your second question, yes, you will be eligible for the Snow
Leopard update, for $ $10.00. Definitely worth that money, believe me...

You need to go to

Click on seeing.
Then go down to the voice over getting started manual. They have it either
in pdf format, or in mp3 format. Not trying to steer myself away from
helping you. It's just if you do not know the fundimentals like what the vo
keys are even, it's gonna be very difficult trying to explains things. To
interact with an item, asswuming it is a type item that you can interact
with like a table, a list, an outline, etc. you need to do vo+shift+down
arrow to interact, then vo shift up arrow to stop interacting. remember by
vo, also known as vo keys, you hold down control and option.

For one, were you using the voice over keys with the arrow keys? You need
to hit control+option while moving around with the arrow keys.
Then do vo+space, or in other words control+option+space to select an item.

Hello all,
This is Donna Goodin, I was on the list a few weeks back.
I had a chance to go into an Apple store on Friday, and played around a bit
with a Mac. One thing I noticed was that the arrow keys don't seem to do
anything, i.e. you can't use them to navigate around the screen. Is this
normal? If yes, how do you navigate the screen? Using Tab kind of worked,
but it didn't seem to get you everywhere on the screen. I did play around a
bit with trying to use the mouse pad, it was OK, but not very precise. If
the arrow keys are supposed to work, what should I have done to enable them?
