Ok, at the risk of sounding like a broken record here.
If you want to jump past content, (such as headers, footers, and lists
of links)
then turn on group mode, it's made for exactly this kind of navigation.
And as for frames, it'll behave just like anything you're working with
that has multiple viewing areas, interact with each frame and navigate
each one independently of the others.

There's a link, and it's called go2zoo.com.
Ok, now, I'm trying to tell someone else in my house what link to
go to.
Well, is it the number 2, is it the word to with a single o, is it
the word too with double o, or is it spelled with a u.
No way to know without being able to interact with the link to see
how it's spelled.
And, what if there was a dash or underscore in the name of the
link, if you had punctuation turned down or off, just reading the
link as you vo across it would never tell you that little piece of
information.
